The Norwegian Helsinki Committee

The Norwegian Helsinki Committee (NHC) was founded in 1977 as part of the International Helsinki Federation. It is a non-governmental, non-profit organization which monitors and advocates compliance with the human rights provisions of the Organization for Security and Co-operation in Europe (OSCE) within all OSCE signatory states.


Reports with recommendations are published after thorough research and distributed to governments, international organizations and other relevant actors. NHC supports initiatives to strengthen democracy and civil society and carries out human rights education. Its international activities have focused especially on Central, Eastern and Southeastern Europe as well as Russia and Central Asia.
The Committee has also a coordinating role in the field of EEA Financial Mechanisms, especially within the NGO-funds that aim at promoting civil society in the new EU and EEA member states. The Committee mediates contacts between Norwegian non-profit organizations and institutions and the ones in the beneficiary countries. It closely cooperates with the Norwegian Ministry of Foreign Affairs and Norwegian embassies in respective countries in this project.
